TSU CoEd successfully undergoes RQAT evaluation

Tarlac State University and the Commission on Higher Education Regional Office III successfully conducted the Regional Quality Assessment Team (RQAT) on-site monitoring and evaluation visit for the College of Education on August 19, 2026, at the TSU Hotel, Lucinda campus.

The evaluation covered thirteen (13) undergraduate programs and thirteen (13) graduate programs, as well as institutional areas such as Common Areas, Student Affairs and Services programs, Tuition and Other School Fees (TOSF), and UNIFAST compliance.

University President Dr. Jasper Jay N. Mendoza thanked each member of the RQAT for treating the quality of another institution’s program as their own responsibility.

“When I look at the six of you this morning, I do not see a visiting team. I see friends who drove through the storm just to get here at Tarlac State University,” Pres. Mendoza said in his speech.

“We request, tulungan niyo po kami sa aming kolehiyo - not to pass, not to look good, not to secure a rating we can announce after work. But tulungan niyo po kami sa aming kolehiyo at ang aming pamantasan na tiyakin ang kalidad ng edukasyon na aming ibibigay sa aming mga estudyante,” he further said.

The graduate and undergraduate programs were evaluated by RQAT members, namely Dr. Ruben Borja II, Bulacan State University (BulSU) Chancellor; Dr. Warlito Galita, OIC Vice President for Academic Affairs (BulSU); Dr. Elvira Balinas, Graduate School Dean of the Angeles University Foundation (AUF); Dr. Jovita Villanueva, OIC-Dean College of Professional Teacher Education (BulSU); Dr. Jo Neil Peria, College of Teacher Education Dean of the Nueva Ecija University of Science and Technology(NEUST); and Dr. Jarren Tayag, University Registrar (AUF).

During the delivery of the overall impression of the RQAT evaluation members, Dr. Bernard Pantonilla, Chief Education Program Specialist and Education Supervisor III, commended TSU for excelling in Teacher Education, while other RQAT members praised TSU for its high numbers of Registered Guidance Counselors and librarians.

Dr. Pantonilla recommended that the Quality Assurance Office review the accreditation status of several programs, noting that some levels have already expired.

"I think there is a need for the institution to really have a curriculum quality audit, especially for the graduate programs," he noted.

He also suggested revisiting the admissions policy and improving the student-advisor ratio, citing that the university’s population of over 25,000 students requires careful consideration of the institution’s absorptive capacity and library space.

Furthermore, he underscored the importance of curriculum mapping in aligning program and course outcomes. Echoing this, the RQAT members emphasized strict adherence to the CHED Memorandum Order (CMO) course descriptions, particularly for the Bachelor of Physical Education program.

"To our RQAT [members], please know that your time with us today plants seeds - seeds of improvement, seeds of hope, and seeds of better teachers for Tarlac and for the Philippines. Proudly, we will make TSU proud. The world does not end here. The real world begins tomorrow, and we face it with faith, with unity, and with commitment," Dr. Cynthia Quiambao, Dean of the College of Education, said in her closing speech.

The evaluation members will translate all findings for five to seven days after the visit, while the university is given a month to comply with all the recommendations and suggestions.
