HISTORY AND OVERVIEW OF TSU COLLEGE OF CRIMNAL JUSTICE EDUCATION

The College of Criminal Justice Education (CCJE) of Tarlac State University, just like other colleges, had a humble beginning.

The Tarlac College of Technology (TCT) was converted into Tarlac State University (TSU) by virtue of Republic Act 6764 which became effective on October 13, 1989. This law provides in part that the Board of Regents of TSU shall have the power and duty “to provide for the continuation of the present curricular offerings of the Graduate School x x x and the establishment of x x x Criminology x x x and such other colleges as the Board of Regents may deem necessary.” (Par. d, Sec. 4 of RA 6764)

By virtue of this provision of Republic Act 6764, Tarlac State University (TSU) opened Bachelor of Science in Criminology in 2012. The Criminology Department was placed under the supervision and control of the College of Arts and Social Science (CASS), then under the Deanship of Dr. Agnes M. Macaraeg. In 2014, Mr. Roel R. Alviar (Licensed Criminologist and MS Criminology holder), a full time lecturer of the College was appointed by Dr. Agnes Macaraeg as the Chairperson of the Department.

In the First Semester of School Year 2014 – 2015, criminologists and MS Criminology holders by the name of Mr. Jayson R. Felix and Dr. Theodore M. Timpac were recruited to handle major subjects of the Department.

In the attempt of the University to comply with the requirements of Commission on Higher Education (CHED) before having its first graduate, it voluntarily allowed the Criminology Department to be visited by CHED several times for the application of Certificate of Recognition and Certificate of Program Compliance (COPC). On August 15, 2015, the CHEDRO3 sent members of Regional Quality Assessment Team (RQAT) to visit the program.

Of the 52 first graduate of criminology in June 8, 2016, 46 passed in the Licensure Examination which was held on October 28, 29, 30, 2016 wherein TSU landed as number 3 top performing school of criminology with a passing rate of 88.46%. This passing rate made a history for TSU landed as a top performing school of criminology for the first time. Aside from this, one of the passers by the name of Ms. Lian Carla C. Luzong, landed as number 6 in said licensure examination with a passing rate of 89.65%. This started the identity of the University as a continuous top performing school of criminology nationwide as much as Criminologists Licensure Examination (CLE) is concerned.

On November 21, 2016, the Board of Regents of Tarlac State University in its 104^th regular meeting at CHED Conference Room, Diliman Quezon City, through BOR Resolution No. 78, s. 2016, approved the establishment of the College of Criminal Justice Education (CCJE) and be separated from College of Arts and Social Science (CASS).

In this resolution, Dr. Theodore M. Timpac, faculty of Criminology Department, was designated as the Understudy Dean under the supervision of Dr. Agnes M. Macaraeg (Dean of CASS) and Dr. Armee N. Rosel (Vice President for Academic Affairs).

On May 1, 2017, Dr. Theodore M. Timpac was appointed as the full pledged Dean of CCJE marking its complete separation as a distinct College.

Even separated, the CCJE still vowed to give full respect and support to CASS especially to the Dean Dr. Agnes Macaraeg. In the same venture, the CASS also pledged their full support to CCJE which it actually did like the act of sharing computers, resources and personnel during enrollment and accreditation..

To facilitate the operation of the College, a full time Clerk by the name of Ms. Mary Jane G. Perez and a full time Guidance Officer by the name of Mr. Jayson Soliman were appointed in the First Semester of School Year 2017 – 2018.

Due to the lack of computers of CCJE, the CASS accommodated and lent its computers to the CCJE during the enrollment in the first semester and second semester of School Year 2017 – 2018. The equipment of the College like computers, printers, chairs etc. were delivered in about April 2018 so it did not again borrow the same from CASS.

At about September 2017, the Dean of CCJE and Chairperson of Criminology coordinated with the Dean of CASS for the execution of CCJE Logo wherein the latter referred the former to the Department Head of Communications Department by the name of Mr. John Lulu who facilitated a competition for the execution of Logo. After the competition, the Logo selected by the CCJE was the one executed by a Communications student by the name of Mr. Noli Daraman Jr. in a triangle shape. The logo was, however, modified into a round shape and finalized by Mr. Medgie Rae Mard T. Suitos, a criminology student Batch 2018. After finalization and registration on January 25, 2018, it was noticed that there is something wrong with the Logo. The date indicated therein is 2012 instead of 2017, the year of separation of CCJE from CASS. Perhaps, there was only a confusion because the Criminology Department was established in 2012.

In the First Semester of School Year 2018 – 2019, two BS Criminology graduates of TSU by the name of Ms. Lian Carla C. Luzong (Cumlaude & Batch 2016) and Mr. Jan Vincent Carmen (Magna Cumlaude & Batch 2017) were recruited to become full – time instructors of CCJE.

On September 17, 2018, the Certificate of Program Compliance (COPC) was issued by Commission on Higher Education – Region 3 (CHEDRO – 3). This COPC certifies that the University complied with the requirements of CHED in maintaining a criminology course. One of the requirements asked by CHEDRO3 as a condition of issuing the COPC was the construction of a Crime Laboratory which the University complied. Hence, the CCJE of TSU is only one of the few SUCs in the country that has a well – constructed Crime Laboratory.

On April 29 – May 1, 2019, the Criminology Department underwent and eventually passed the Level 1 Accreditation by Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACUP).
